Horse neglect

In my village a family who has previously had horses put down due to neglect have some more horses, it has been reported several times to the SSPCA and nothing is improving.
They now have another TB who a couple of months ago looked healthy - it is now lame and gaunt.
Can someone recommend who else I can report this to who will actually do something?
Over winter the only improve made was that they dumped a hay bale into the field.
One small field has 3 shetlands and 2 TB. And the other field has a TB and shetland.
I am aware lots of other people have also reported this to the SSPCA.
 
Ditto above. I still have a property in Perthshire. I contacted WHW on two occassions, their officer was ex-Strathclyde mounted police (who used to ride a Cleveland Bay!!) wonderfully helpfull.

You also have an active BHS group in Central Scotland but I have a feeling they used to have to report via Stoneleigh which slowed things up. Chair used to be Irene Whitson in Drymen.
