So the Horse Passport agency just sent me a letter basically telling me that they can't passport my youngster as he already has an Irish microchip. I've already paid the vet call out and passport fee and sent them a postal order which they have kept. I phoned the Irish Horse Board and they have informed me that they have no record of the horse since the microchip was never registered. So they can't issue me a duplicate. I then phoned Identichip who manufacture the particular microchip and they confirmed that the microchip is not registered. It's basically just a number, now registered to me. The horse dealer does not have the original passport...so now what do I do?? At this point I'm totally raging as I'll have to get the vet out again if I do manage to convince someone to passport him. And his vaccinations can't be registered as he doesn't have a passport! [END OF RANT]

Cry on phone to them. I found this helped in my case. Infact both pass port issuers sent email confirmation of what was happening with 30 min and I got new duplicate 2 days later :D I know your situation will be different but tears may work
Good luck

I'd ask the IHB and Identichip if they could confirm in writing what you say - emails would suffice I think - then fwd these to the HPA as it is in writing to confirm he's not registered. I think will lend more weight than by phone?
