Horse Passport question

I have just bought a horse with a passport, but the previous owner never got round to registering the passport in her name. There is no fraud or deception here, just a genuine omission. As it is still in the name of the previous owner (who is probably contactable) is it the case that she will have to sign the transfer to the last owner, another passport issued, and then a second one issued to me as the legal owner.

Any thoughts?

PS I have had a long break from horses. To show how long, passports weren't around when I last owned one!!

as this is genuine i would get in touch with the agency who provided it in the first place, details will be within, just be honest and ask for their help-

You must get last owner to write that she has sold to you and what date. I had to do this when I bought my horse off dealer as the passport company wouldn't except me as new owner, as she wasn't down as owner in passport and they have to check which takes weeks.

i had this with my horse bought from a dealer and was still passport with previous owner just sorted change of ownership out over the internet no problem and no questions asked (horse passport agency )!!

this is one of the many reasons why the passport for horses system doesnt work! if it ran like the DVLA then all ownerships would be current, there would be a dealers box to tick and a tear off to send back!!! and no fees of £25 plus to update the details! and one central licensing office! it is just a tax on horses by stealth and is very difficult to monitor, police and work! the microchipping system wont work either as there is miore than one micro chipping company and always a re registering fee! the car trade sytem does work! as one central body. i buy a new car send back the form and bingo 7 to 10 days later a log book is issued in my name at no more cost than a stamp!!!!!!!!!!!!!!!!!!!!!! i have waited for months for an updated passport at a cost of 30 pounds ...............

Remember it is an offence to sell a horse without a passport but not to buy one. The passport is a document of the horse and does not concern ownership only who the keeper is. Some societies give seperate ownership documenst.
