horse passport

my horse was imported from france, not by me but the previos owner, whos contact details have changed, recently when moving house i lost my horses passport and am having trouble in tryin to find out how to change ownership details and obviously getting a replacement!! i have no import documents any ideas on how to obtain a new one??
