Horse rescue centre (apparently)

Question: if you knew someone was setting themselves up as a horse rescue centre and had no real qualifications and if you had a suspicion that they might be doing it for less than charitable reasons e.g. selling a horse on for profit possibly, what might you be able to do to rectify the situation?
It's likely that said person will take advantage of people's good nature and use their free labour/ good will/ money to help them along their way, as they always have done.
 
Contact your council licensing office and speak to them, also the Environmental Health department. If the person has people working there to help Employed or voluntary, they need employers liability insurance.
