horse rubbing her neck

my horse has rubbed her neck fortwo months now though the vet has been out its still happens I have changed alsorts she is twenty seven and never had the vet ever before, she has been a blessing to me and is valued beyond beleive as you can imagine I have changed food routine everything is there something underlying at prey please let us know your kind thoughts.
 
Has she got a rug with a neck on it? My mare rubs her neck as soon as you take her neck off, think sometimes she gets a bit warm and itchy under the neck cover.
 
Awful thing I know, but have you checked for lice? This is the time of year they are most prevalent. They look exactly the same as flakes of dried skin, but they 'move' on closer inspection!
 
I currently have the same problem! Vet coming out tomorrow but after a chat on the phone said it could be due the changeable weather (my mare does wear a neck cover) and is a possibility of bacteria entering the skin if she's sweated under the rug. Shouls know more tomorrow!
 
Yes did treat for lice origionally, thought that would do the trick, nothing to do in connection with sweet itch either, I what I can also tell you is that, she never stayed in through winter before till I moved her, we thought it a good idea to put her in a feild to releive possible stress, personally i think this is slowly helping but as yet not cleared, bless she looks like she has had an awful clip.
