Horse sweating in 3 degrees - normal??

My hairy 6 year old cob was sweating and steaming when I went to check on him in his field. It's freezing tonight! Can this be caused in the cold from a mad burl around the field? He seems ok other than being a bit itchy - scratching his neck on the gate, trying to scratch on me. Any thoughts?
 
Is he clipped? When I didn't clip my v hairy Ardennes he would sweat even in the very coldest weather, he just had such a thick coat.
 
According to my neighbour, Brads has been having a ball this afternoon. He was in a rain sheet so now is very sweaty. I hate to think what the field will look like in daylight - no doubt huge divots and skid marks everywhere. I have sectioned him off and left him with his tea!!!
 
He may have been tearing around if his not clipped even the thinnest rug will make him sweat, a few weeks back when it was 19 degrees my mare who lives out rugless was sweating as she has a coat like a yak.
