'The proposal to include horses in the levy payment was met with polarised views. Although equine policy will pass to the new body, many felt that the 'lifestyle' reasons for keeping a horse differed from the commercial nature of keeping animals, so a levy would be innappropriate. Others felt that horse keepers benefit from a general disease control and management, so they should pay towards the levy.'
If included a flat rate will be paid to cover cost of registration plus a 'per head' rate on top. I think they are coming to get us!!!

I think it started with passports and hunting! This is just another way to ensure that regular income families can only encourage their kids toward hobbies that involve park benches and bottles of white lightening instead of healthy out door hobbies with responsibilities, values and exercise like ponies!
