Horse transporter beating a horse - approval of licences?

Having witnessed a hideous beating given to a mare by a person who has an operators licence to transport horses I wondered who is responsible for issuing the licences and how you make a complaint.

Will the fact that it was one of his own horses make a difference to that complaint?
 
Wont make an iota's worth of difference. Abuse is abuse, be it his, or someone elses horse.
If she looked to bear evidence of his handywork, call WHW to get someone out and see her. The fresher the evidence the better.
 
Exactly - unfortunately I have no idea if she bears evidence as they were loading her to take her to their own yard so no chance of seeing any damage. They also wouldnt tell me where the yard is.

But I want to make an official complaint to whoever licences these transporters. They should never ever ever be allowed to transport a horse a gain. So anyone any idea who licences them?
 
DEFRA licenses them....... but they won't bother about that, they don't even give a toss about those operating illegally.......

Is this a well known transporter?

Facebook has LOTS of uses! :P
