Horse with scabby face?

caffrey horse has got some little scabs on his cheeks - mum thought it was mud!! She has pulled the scabby bits of so now he's just got some little exposed areas.

Will it be rain scald? He's covered up with rugs everywhere else, apart from his legs which are hairy.

Really? Don't know anything about lice but it's just on his cheeks where he gets muddy, so thought it would be something to do with that? He's clipped out, not sure if that makes any difference. Has also moved to new yard recently but looking very well.

My horse gets it all the time just little bit of scab on forehead and cheeks it's actually a fungal thing I use tea tree oil.
