Horse with shivers?

When picking up my new horse's back feet, he lifts each one quite high in an exaggerated fashion causing it to quiver then relaxes it after a few seconds. Sometimes it looks like he's going to lose his balance and fall over! Is this shivers? And does anyone know if I have any comeback as he recently passed his 5 stage vetting with no mention of shivers? He does this every time you lift his back feet up so I think the vet would/should have noticed, especially during the flexion tests. He has no other noticeable symptoms, has normal straight paces, good limbs, no difficulty doing small circles or backing up.
Any help or advice would be appreciated! Thanks

from what you have described in the above it does sound like a horse at my yard who had shivereres, apart from picking his hind legs up and occasionally looking wobbly he was fine and is living a happy life

It sounds to me like he does have shivers.
They can become more obvious if the horse loses fitness..also a high oil diet can ease the shivers.

yep sounds like shivers to me! PM me if you want to talk about it, i had a horse last year with shivers whom is now living a happy life after i put in hours and hours of research to help him! its not an issue to worry about and by the sounds of it he's in early stages. does he have any draft horse breeding in him?
