Never clipped his legs before and this morning they were frozen

what can i use to keep them warm bandages or wraps?

Just cos his legs feel cold does not mean your horse is cold. There is no muscle down the lower leg so very little holds blood to give the feel of warmth. Check under your rugs first to see how warm he is and remember it is very unnatural for the horse to be hot. Feeding fibre heats them from inside out so best thing is plenty of hay/h'lage.

I use thermatex wraps on both of mine. One's got arthritis and is stiff in the morning when they've not been worn. The other only wears them when his legs are wet, to dry off, but very rarely left over night as he has a bowed tendon and I like to keep it cool!

As has already been said there's very little muscle on the legs, thus less blood circulation and them feeling cold in comparison to the body. Unless your horse has a physical condition requiring the legs to be covered, ie arthritis, then there is no need to do anything. Check your horses temeprature in at the elbow or base of the ears, not the legs. Legs should be cold, heat in one or two legs over another can indicate a problem. Also horses don't feel heat/cold in the leg the way we do, thus why they can stand in water and snow

I wouldn't bandage or anything. I've always been taught that its bad for the legs if they over-heat and Id think you could risk that pretty easily. As long as his body is rugged up well, I would leave them.

Bandages can weaken the legs if they are worn constantly, and would not reccomend any of the wraps. It is perfectly natural for a horse's legs to be cold and it is far better than them being hot. I wouldn't worry, if its ears are warm the horse is warm.
