Hot days horses in turnouts!

Near my yard in Mid Beds an owner has about 20 welsh horses ranging from old to young turned out 24/7 and they have them in turnouts even when it is 24 degrees and today it is heading towards 30 and they are still in those rugs. Another local owner told me she put a horse back in it's turn out yesterday afternoon because it was being shown today a local show (Offley) and she 'can't be bothered to groom it'. Also most of her others are in turnouts because they are 'too busy' to remove them! Surely this is a cruelty issue? The horses are turned out in fields full of poo and they don't believe in worming! They show welsh ponies and I am amazed they are even allowed to own them let alone show them! Can anything be done I know the RSPCA are rubbish at responding to any horse issue unless the horses are about to die so I don't want to waste my time with them!!!
 
TBF its not always that - my yard has been caught out at times with the rain in the morning, blazing sunshine later - though they do go and take off the rugs! re your friend who wanted to keep her horse clean - why not suggest a fly rug to do that job - it did the job on my previous flea bitten grey!
 
I accept what you are saying and I showed my dales so i understand the sun bleaching etc. I go by if I don't need a coat then nor should my horses, I do sometimes use fly rugs but this lady who owns the 20 odd horses does not appear to own any fly rugs as i only ever see them in turnouts. Oh well I guess they just have to cook :(
 
It's horrible when horses are over rugged as a horse can move around to warm up but can't do anything to cool down with rugs on. The weather does catch people out but it sounds like these souls have their rugs on regardless of the weather. Very sad.
