House training help...

Recently bought a lovely shetland sheepdog puppy. He was kept back from the breeder as he was due to go to America but she couldn't bear to send him there. I was hoping he would have made some tracks towards housetraining, but sadly he has just been in a huge pack of the breeders dog and had no house training at all.
I have taken some time off work in order to make a start on the house training and socialising - he is 16 weeks old. My problem is he seems to be holding his wee and poo as doesn't want to go outside. For example he hasn't done a poo since about 4 pm yesterday and no wee since the middle of the night. I am watching him like a hawk and have spent over 4 hours sat out in the garden with him waiting to praise and fuss him but he just potters around then sits down looking forlorn. It is raining which isn't helping. He is bright and happy and playing/eating/drinking. I am getting increasingly frustrated - which I know isn't helping. I get up at 4am to make sure I can put him out regularly and nothing.
Am I doing something wrong? Is there anything else I can do? He goes in a crate happily overnight, I am very worried he will start toileting in there instead of outside. I know puppies are hard work but I thought he would be a little more predictable with his needing to go.
