how can i get rid of my NF's 'upside down neck'

ive had my 12.2hh NF for a month now. and he came with a very upside down neck. im at a bit of a loss at the moment as he is kept in at night and the stable was built for something bigger so to put his head over the door or look out his window, he has to step on tippy toes and strain his neck. its getting a tiny bit better now he is in work but i know its going to be tricky getting rid of it.

now if it was my old 17.2hh mare, id have done lots of work in my passoa but it wont fit my new boy at all. and i havent any experiance with any other gadgets really.

i want to get rid of all the muscle under his neck but will i be able to if hes always got his head up looking out at his buddies? he will be out when the weather gets better so i supose it will get a little better.
 
I'd feed him from the ground, short feed and hay and could you get a chain or breastguard to go across the stable doorway so he can look out at his level and then just shut him in last thing at night.
 
You could try a bungee between the front legs, ive found these very good at getting ponies to stretch down over there backs. I use it at work with haflingers and highlands. And on my daughters sec a in preparation for this showing season.
