how do i shorten my horses mane without thinning it?

so ive got an appaloosaXcob, him being an appaloosa his mane is very thin! at the moment its quite long and straggly looking and is really unflattering. i want to shorten it without thinning it. someone told me to comb his mane through and cut it to the length you want then backcomb it to make it biffy(thicker) but lots of people dont agree with scissors?

suggestions please!!!

I used a solo comb or scissors on my horses mane! if using a scissors i kind of chop into the end the way haridressers do so it isnt really straight
 
Cut it up into the length rather than across so it does not look too straight even if it does end up looking cut it will quickly lose that effect.
 
thank you:) so if i cut it, do you know anyways to make it thicker? because if i just cut it, it will be really straggly looking.
 
Use a thinning knife which breaks the hair so it doesn't look cut. And if you comb it regularly - don't! Only comb it when you have used something like Cowboy magic and then comb it as it it were your own - gently pick thru tangles to avoid pulling any out.
