Personally i think petitions tend to be overlooked, a more effective way of getting noticed is for everyone to write a letter to the relevant body, a bit of paper with 1000 sigs is not as effective as 1000 letters.
When signed they are delivered to the relevant person/authority.
To be quite honest, with the exception of local ones, I don't think they often work, but they are always worth a try.
