How do you get your horse infront of your leg ?

Depends too on why its not in the first place. Something well schooled but lazy sometimes just needs one firm nudge with your leg to let it know you won't be messed about. Something unschooled, unfit & used to having its ribs booted constantly I'd work on getting it thinking forwards itself in general before worrying about how responsive it is to aids.
 
Transitions- Ask once and then tell! Pony club kick or schooling whip behind leg- don't pull them up if they rush off let them. Keep repeating.as soon as they move off keep legs still by horses sides and only use leg when you need to no constant nagging, it makes it much clearer for the horse to understand when you want them to move off it.
