on a rented field where the grass is plentiful but mostly of the thick bladed type and tufty? I have noticed the acre where it is kept short by the 2 ponies it is much more uniform but where my boy is (on 2 acres) because he cant eat it all it grows very haphazardly. Its topped twice a year in this part of the field but would like to improve it for next year. Should I section the boys field as well so he clears a certain area and keep expanding it.?

I dont want to fertilise as would be too rich for ponios!

Oh and its poo picked everyday.
 
It would benefit from being harrowed in the spring. If you can borrow some sheep they do a good job because they seem to eat everything down.
 
I would fertilize with seaweed and top more often than twice a year. If your worried about lammi etc section off your field and keep your horse off the fertilized areas until the flush of grass has settled down and been topped again. Then move him an do the same with the next sections.
As above, harrowing in dry weather would also keep down the rough stuff.
You could of course get him a mate to help eat it down too!!
