how do you measure a girth?

is it from the end of the buckles or from the start of the leather, fabric or whatever?

I asked my saddler and he said from the ends of the buckles ie the entire length.

Not necessarily; I have a girth that clearly says 48" so I bought another one, same length and it's too short. The 48" didn't include the buckles!
