How do you measure stirrups?

Do you measure the insidey bit where your foot goes, or from outside edge to outside edge?
My stirrups measure 5.5 inches from outside edge to outside edge. Is this the standard adult stirrup size?

Inside from edge to edge

Standard stirrups are available from 4 - 5" generally in 1/4 inch increments
