How fast is too fast?... BE time pens question

What is the window of time before you are too fast or too slow eg

Intro is 450mpm so say the opt time was 5mins what is the maximum fastest time, and maximum slowest time to complete in and not get time pens, and does this 'time pen window' stay the same for all the levels (mainly interested in BE90/100)

there was a post on this a while back, and i think it was proven that you can go faster at Intro before getting TF penalties than you can at BE100... which is nonsensical.
i don't know the answers, because i don't pay any attention to time allowed, optimum speeds, etc, i go at what feels like the right pace for the horse at that stage in its education...
 
I *think* it's Novice speed, plus 15 seconds, ie you could be inside the time at Novice speed at a PN event, and provided you were not more than 15 seconds inside you wouldn't get too fast TP: the idea is it's ok to practise going N speed before you go N

KatB was right. For BE90 & BE100 you get time penalties for going too fast if you exceed the Novice speed. For Novice you get time penalties for too fast if you are more than 15 seconds under the optimum.
So if you had a course which was 2600m for all, the Novice time would be 5 minutes (520 m/m), BE100 would be 5m 28sec (475 m/m) and the BE90 would be 5m 47sec (450 m/m).
At Novice you would get too fast penalties if your time was under 4m 45sec (15 sec rule) whilst for BE100 and BE90 you would get too fast time penalties if under 5m.
The window is therefore 15 secs for Novice, 28secs for BE100 and 47secs for BE90.
In all cases you get time penalties for exceeding the optimum time.
