I would say about fit enough to do a ODE at whatever level you are at, if a bit lacking in fast work as long as the slow steady work has been done it should be fit enough to cope and the camp should bring on the fitness, a few days rest afterwards may be required if they get tired.
There is usually plenty of standing around at this type of thing so they can recover between bouts of exertion, the xc is fairly spread out so likely to be walking to the next set of jumps, time to recover if they are not quite as fit as required.
