How long for hooves to improve?

Short story - my youngster always had good feet up until last Winter when he came back from livery looking like a rescue case. He arrived back In January and has slowly but surely put all his condition back on and has been growing and maturing well. However, his feet don't seem to be recovering as well as the rest of him. He's gone from having slightly upright/boxy feet to having very flat feet. I know that it takes approx. 12 months for a new hoof to grow, but i'm concerned that not much progress has been made with regards to the angle and heel etc.

The pics below show firstly how his feet were prior to going away to livery (2yo) and secondly how they were a few weeks ago (3.5yo). They have improved a lot since he came back, but i'm just worried that they maybe should have improved more than this by now?

He is only 3, so was lightly backed over Summer but hasn't done much. As I work full time, i'm not often there to see the farrier but I almost think that he just thinks that my horse has flat feet (he was not at this yard prior to his trip away, so farrier unfamiliar with how his feet can be). I'm hoping to be there to have another chat with the farrier at his next trim.

Can anybody offer any advice on this? i.e. is it simply a case of more time required for his feet to return to their former quality? He is my first youngster, but I wouldn't have thought that his feet could change so dramatically as part of his normal development - i.e. he can't have gone from his feet being inclined to be upright as they were to now being inclined to be flat as 'normal' for him, can he?
 
Do you walk him out in-hand? The right stimulation (eg walking on tarmac) is good for encouraging horn growth and hoof development. Also cut all sugar and starch from his diet that you can - NO molasses!
 
He's now turned away on no hard feed - just grazing supplemented with hay. He did go for walks in hand and under saddle when I was starting him, but he's now out in the field just being a youngster.
Just worried whether his feet are headed in the right direction?
