How much hay or haylage?

Can I pick everyone's brains plz?

I recently took on a loan horse, he is a 15'3 Anglo Arab and he is 17-18 yrs old. He has always been a poor doer but since having him I have changed his summer diet around a bit and he is now looking fab. I want to keep him looking fab though and I am concious of the fact the temperatures are now reducing a little so I was wondering whether to feed hay or haylage and how much?

He lives out all year with 24/7 access to his stable which has shavings in it. When it is cold he is rugged up. He currently gets a feed bucket filled with graze on, a handful of rolled barley, soya oil, scoop of garlic and vitamin supplements plus a supplement for head shaking. He has this twice a day. I intend to feed sugar beet in the winter but again not sure how much to give?

I also want to feed hay/haylage but again not sure which is best and how much to feed.
I don't want him to be a bag of bones again this winter as he really looks great now.

He is a fairly steady, calm temperament however I did notice a change in his behaviour when I fed too much Vitamin supplement ( gave him two scoops a day and he went a bit daft, not dangerous though so now on one a day).

Help me please!!!!
