What is an honest, steady ride and drive 14hh, suitable for a novice, responsive and obedient but not properly produced (i.e. not 'schooled in an outline') worth these days?

Hard to say without more info. What breed/type. Does it jump, is it a child's ride or a small adult only ride? Would it do PC etc.

14hh NF, so child or small(ish) adult. Happy to pop logs and poles, but haven't tried bigger than about 2', goes first/last, alone/company, catch/load/feet, etc. etc. No speed demon, but goes off the leg nicely enough but defaults to stop as soon as you do! I'd think he could easily be schooled up to PC junior, but right now he wouldn't know what had hit him. Has only ever hacked and driven. 
His party piece is his parking brake. You could hop off him in heavy traffic, go for a coffee, and he'd still be standing where you left him, which is useful, but not on most people's shopping list!
