My ISH didn't stop growing until she was 8. She has never grown up mentally and she constantly grows outwards

i would say quite a bit sooner actually, some horses, yes, do creep up another few centimetres over a few years later but the vast majority are done by around 6 at the latest I think. Certainly has been the case in my experience
 
I've had two welsh cobs, both of whom have been 8 before they actually looked like a welsh cob!

Growing isn't just an upwards thing either!
 
My chap is nearly 4 and has had his backside shoot up again - I am hoping that this is the last of the major bum up and now front will even up and he will fill out and be about another 1 - 2" max more than he is.

However, my WB mare was 5 1/2 when I bought her as just under 16 hands and very TB looking. By time she was 7 she was 16.3 and built like a brick sh*thouse. She finished growing about 8.

Mentally though, she was a 4 year old and didn't really grow up until 10, same as her TB mum.

I expect my cob to be finished by 6 - 7 with filling out.

Ditto this, my Welsh Cob grew a full inch between the ages of 5 and 8, and at 8 years old this year I would say she now looks like a proper filled-out horse. Even aged 6/7 it was clear she had more filling out to do.
 
It would depend on several factors, especially breed/type. They can keep growing up til age 8.
