How to know when your pony has lost enough weight?

Bess is a Fell pony who started at 417kg and was well covered with no withers and large pads on her rump. She is down to 380kg now and has a hint of fat pad on her bottom but I can feel her ribs and her withers are now obvious. When can I stop actively dieting her and start with the new maintenence regime? There are no guidelines available that I have found which take breed/type into account when estimating ideal weights.
 
Go with how you feel she looks/goes. I know exactly how you feel cause my mini came to me a bit poogy. Im used to seeing poogy minis, so when he was getting thinner i freaked out! I clipped him the other day cause 1)he was rubbing himself raw 2)i was worried he was too thin for showing, so needed to SEE. (minis are shown clipped)

He was Fine, more than fine. I want him to tone up some more, but not really loose.
