How to liven up a pony?

I've owned my mare for 12 years, love her to bits shes 18 now. She is awfully lazy and will just 'switch off' to me when I'm riding her. When we are out hacking she will plod along totally ignoring any leg or whip aids, in the school today she was such hard work, couldn't even get her to canter! I tried a diet changed and it sent her loopy totally wrong energy lol! I often wonder is it me or her? I feel she is generally taking the pee. I've had her back, teeth, saddle all checked and no problems found other than a touch of arthritis in her hips. She is only in light work so I wouldn't think that it's a pain cause more of a behaviour issue? She's on Cortaflex and Buteless. Any suggestions to liven her up or do some horses just have this 'attitide' I have no school or transport so I am limited as to what I can do :).
