How to make a grey pony WHITE?!

We've got a little grey pony at our yard who is for sale, so im going up tomorrow to make him immaculate, so we can video him being ridden. Anyhoo when i've washed him before he's very 'stained' and no matter how hard i scrub his legs with deep shine shampoo they always stay grubby. How can i get him really sparkly white(main areas of concern being tail and legs)?!
