How to stop a digging horse????

I have a digger aarrrggghhh!!!!!! How can I stop 5yr old mare digging in the turnout? Shes gonna wreck it :( She has company, hay, adequate exercise.....we reprimand when we see her doing it but aren't around 24/7 so anyone got any ideas??!!! please?!
 
Anzum used to dig his stable, it was like a mogul field, no idea what you can do other than keep her in a stoney road for part of the day, assuming you have the option, what about trying barefoot.
Also is she digging to roll [itchy skin], or too hot [over-rugged] or for minerals [diet]
 
Unfortunately we have no-where stoney we can put her. She has always been bareboot as has such good feet, even though she is wb x cleveland bay she gets a winter coat many native ponies would be proud of, so yes she does get itchy but i'm reluctant to clip her as she doesn't get worked much in winter (due to both of us working f/t & minimal daylight) and wrecks rugs for a pastime :mad: so she is 'au natrel'!! Toys don't seem to work either, shes not interested. If ground stays dry, she can stay out at grass but knowing our lovely british weather, this isn't gonna happen!!!!
 
If she is digging to roll then I would go for a supplement to stop itchy skin, I have to sponge off my horse with anti itch wash after work.
You can towel it dry, it does not need to be rinsed off.

but that seems expensive, I have been feeding 100gm micronised linseed [charnwood milling] and my boy has healthier skin and is less itchy.
I have my horse in a light Amigo rug which will keep off rain but not overheat except on a really warm day.
