How to stop other horses ripping your horses rug?

There is a horse in my horses field that is constantly ripping my horses and one of the others rugs. How can we stop him? We have tried Naf no bite but that doesn't work, I have even painted the rug with chilli powder mixed with water and that doesn't work either! Any ideas please?

Cribox spray . . . you do have to keep applying it, especially if it's been particularly rainy/wet, but it DOES work. I spray it all over the tail flap and rear edges of Kal's rugs and it keeps the bitey ponies off.

swap rugs, then it can destroy its own, and its owner might then do something about it, if it is her horse why should you have to fork out for something that might work and also if you use cribox it makes a hell of a mess to the rug and the horse if any gets on to it.
