How to tell if they have allergy's?

Im starting to think my boy has some sort of dust/pollen/hey fever allergy.

He has been really irritable for the last 5-6weeks when ridden. Some times he's worse the others. He blows alot after he's had his first initial cough when we start off riding and has also been shaking his head a fair bit. He does get bothered by the fly's but he has his fly fringe on all the time to stop them getting in his ears. He's on NAF Respirator which he's been on for over 3 weeks now and it doesnt seem to have made too much of a difference.

Could this be some sort of allergy?

its so hard to pinpoint exactly what could be causing this, does the headshaking happen at the same place when you are hacking out, could be an allergy to whatever is growing in a field you are passing if it is.
vet has told me in my case just to keep a really close eye on my horse, his actions, when he shakes etc.
lots of info on allergy testing on forum if you search, may be an option.
my horse is on respirator at the mo, seems to be helping him a little but he gets lethargic so i'm thinking his is more a respiratory issue.
 
No not in one specific place. He does it more in the school and all that is around there is conifers (sp?) and apple trees which have been there since i brought him 6 years ago.

I havent really noticed it on a hack so ill keep an eye out in future.
