How to use a prolite pad

I have a pony who is so much happier with a prolite pad as well as his numnah - I have had his saddle checked and it fits fine.
I use the Prolite pad directly on his back, with the numnah on top and then the saddle, but the prolite pad makes the saddle slip.
Should I be using the prolite pad directly under saddle on top of the numnah?
He is so much happier with it, than with out it, not that the saddle on its own is hurting him

On top of the numnah is the way I use it make sure it is pulled forward enough, although because of the thickness it can alter the saddle fit making it tighter, so always get the saddler to fit the saddle with the pad.
