No. But reading that article it mentions a 'companion vest'. If it was a companion dog maybe she did have mental health issues, perhaps she didn't know what to do in a pressured situation in an overwhelming environment, panicked and unfortunately came up with a bizarre 'solution' to what she thought the problem was?
