I hope this man comes back as a squirrel in his next life

A truly awful thing to have happened BUT, it seems odd to me that he immediately handed himself in which leads me to believe it might have been an accident. although if the dog isn't his I can't see why he'd have tied it to his car.. but maybe he didn't intentionally drag it behind him. If he did... then yes, totally agree with all the above. Either way, RIP little doggy, a horrible way to go :(
