Ideas please for horse behind the bit

I have a cracking ID x TB who i have owned for 2 months. I love him to bits but he can be quite cheeky.
Before i had him he had only SJ so flatwork not great. I have now got him working well and he has been placed in all his prelims on surfaces
Yesterday i took him to our first ODE and he was a little sod in the dress warm up:p Instead of taking the contact forward he just tucked his head in and there was nothing in my hand. No amount of leg was going to get him to go forward and take the contact. He just blows himself out and holds himself in an outline. Stuffy little sod! He also then thinks he can hump and buck:(
I know it is a work in progress and when he went in to do his test it was obedient but not forward into the contact, he got 31 which i was amazed at.
Any ideas how i can stop him being stuffy and backing off the contact? There is absolutely nothing wrong with him and once on a surface he is beginning to get the idea of it. I think a lot of it was excitement yesterday but wouldnt mind some tips:rolleyes:
 
Lots of flexion in both directions, in all paces to get him to engage and take the rein forward...do sharp transitions inbetween to make him get off the leg too! Well done on the score though!
