no longer needed the flash attachment, would you risk removing the flash loop thing yourself, or take it to a saddler do it?

Yes if it's just stitched on on top of a normal noseband. (with a very sharp knife to nick stitches while you hold it taut, but watch you don't cut leather) If it is fitted into the noseband then I might leave it for saddler as he would need to replace stitiches again if that makes sense.
 
Best thing is to take it to a saddler, it will be fairly cheap for them to do this minor job & it will be done properly. I'm fortunate though, my wife is a fully qualified bridle stitcher by trade so I'd get her to do it after she's finished the ironing

If a saddler does it, you won't be left with a slight bulge where the rest of the leather is left.
