I got told no by a hat fitter, she asked me why I would want to lean over without the strap done up!!
But - given how rubbish the fitter was, this may be completely wrong

Yes you should be able to put your head right down with out it falling off. It is one of the tests for a well fitted hat or so I was told when Elizabeth had her first hat fitted.

i would say if it does that its a tad to big there sap post to stay on without strap as a safety measures in case Ur horse buck and strap comes undone
