IHR passports and change of ownership, help

Can anyone help me understand the Irish horse passports, We bought a horse with the IHR passport. We sent the passport with the £5 to change the ownership of the horse and was suprised to have it sent back saying that the horse had to be named and it would cost £45 not the £5 we thought. We know that the horse has changed hands at least 3 times since he was 5 and therefor must have a name already. when we asked the IHR they said that the horse had no name and we would have to pay up but could not tell me how the other people had changed the ownership. Has anyone else had this problem
 
umm, is there a registered name on the passport?

If not then you do indeed have to name the horse! They may have given the horse a name but it may never have been recorded so....

If the horse has changed hands 3 times before and the owners names recorded (not all people change ownership because its not a legal doc and they can be bothered) then the horse should have a name on the passport.
 
Horses can change hands here without having to have them named.it is only if you want to compete or regiter a potential broodmare that you have to name them.Unfortunately you got the raw end of the stick now that you presumably want to compete with him.We register all our foals with the Irish Horse Board using our prefix as foals.That way it saves the potential customer more time and money doing this and especially if you are not a member of The Horse Board then it costs extra do do anything with them.

No there is no horse name on the passport and yes the names of the owners with an IHR stamp is on the passport I have thought I might try and contact the previous owners to see what they did.
 
It is common practice in some countries not to give the horse a name until it comes forward for grading at 3 years old and this is when it is sold and the new owner names it. The EU regulations do not require horses to have names as the UELN is the identifier. Many EU countries also have Certificates of Ownership which in France come as part of the passport.
 
If you so want to name the horse then you must pay the £45 ....You don't have to name the horse, but in order for you to compete then you must register a name with the IHR .....this obviously does not include local level competing
