Last year I reported a horse to the ILPH as she was drastically thin, her joints were swollen, she could hardly walk etc - you get the picture
. The field officer came out and eventually tracked the owner down. She told him she had been reported to the RSPCA 2 years before for exactly the same thing
. Well the ILPH officer wasnt too impressed with the fact she hadnt done a thing about it and the mare was still in very poor condition.
He went away and managed to get a feed company to provide some food for free to see if helped the poor mare
. He gave her the feed and disuss the fact that it may be in the mares best interest to be PTS. The owner agreed and said that if she hadnt gained any condition she would have her PTS before the winter.
Well the officer called them back a couple of months later and was told it hadnt worked and so they were going to have her PTS. Everything hunky dorey now - mare goes not seen again all winter. I assume she has been PTS.

I got talking to someone yesterday who has said the mare is still alive but they cant remember exactly which field they saw it in when they were wandering around. They thought it was odd and went over to her as she had got a rug on.
So what should I do. I know for a fact this mare will not have anymore condition on her or anything will have changed. Shall I call the ILPH and see if the field officer can call the owner and go and check on the mare again? Do you think I should go and find this mare? I know for a fact she has been "hidden" out of public eye as the RSPCA/ILPH had a good few calls about this mare last year.
Could the RSPCA/ILPH remove this mare from the owner under the new rulings/law?
