OH MY GOD!!! How is that even possible? He's a tiny little thing, you could feed him on practically nothing. There is just no excuse for letting any animal get into that kind of state. Here's hoping he makes a full recovery and goes to live with someone who's going to love him for many many years. And also here's hoping the owners get what's coming to them as well!!!

I have NEVER EVER seen a horse that thin stand on its own....in fact i've never seem a horse that thin and alive!!!!
