Improving an old pasada surface

Hi guys, our yard has an old pasada surface which moves a lot. I want to approach the owner to see if we can improve it as I would like to hold clinics ( they were really successful in my old yard) but the surface isnt good enough for back to back lessons and I'm not sure how to go about it at minimal cost. Would just adding rubber help? Or synthetic binding material? I really haven't got a clue . The drainage isn't fabulous either. I think it is worth making inquiries as it is a lovely size . What has worked for you guys. Hoping we can just improve and not resurface completely.
 
Plastic insulation from cables mixed with a fine grit. It was the bees knees of surfaces back in the early days of arenas.
