In or out?!

Hi,
I am pretty new to owning ponies. I have a Welsh hill pony and an Irish cob. The cob, she likes to shelter from the rain. She has access to her stable at all times. (It’s pouring right now!)
Usually, they both have access to the stable any time for shelter. However, the wee hill pony, he’s been on bed rest and is now allowed out for the day, into a tiny paddock, so he doesn’t hurt his leg. He’s in the stable right now, and I’d usually turf him out into the mini paddock during the day. However, our set up means he needs to be either out there, in the pouring rain, with no shelter, OR, in the stable, locked in. I can’t have him walking anywhere and everywhere he wants, right now.
I know he’s a hill pony and they’re hardy, but I’m soft! But I also know he’s not terribly chuffed being in his stable...he’s already been locked in there for a fortnight so this is the first week where he’s had a little bit more freedom!
Thoughts, please!🤪

I would put him out with a thin turnout rug on. He shouldn't need it but being penned in the rain isn't much fun and he can't move to warm up, and I'd worry if he didn't have one.

My set up is similar. I was able to make a pen round the stable so mine didn’t feel as if they were shut in.

Failing that, if there really is no shelter, I’d pop a rain sheet on if it’s heavy rain and turn out for the day anyway. I’m sure he’d rather be out than in.
