Inbetween holes..

I school Hattie in a hanging cheek snaffle. She goes ok in this, not brilliantly but its the only dressage legal bit she will go in at all!
The problem is that she is between holes. If its on 4 on one side and 5 the other, its too high in her mouth, but on 4 and 4 its too low.
I don't want to punch a hole inbetween as I feel it weakens the leather.
Is too high better than too low? She wears a flash and if I have it too low it sits on the flash.

As long as its not catching on the teeth I would much rather have too high. Ive got the same thing with Jack at the moment as his tushes are growing through quite big so have to hoick the bit up. If its too low they mess about and start putting the tongue over if you arent careful.
