Probably a stupid question as always had ‘older established horses’, if you were to be considering buying a 1-2yr old would you expect it to have started its injections?.
Or is this something new owners are expected to start once purchased.

It should have tetanus started (mine get done at 6 months) but not necessarily flu.
I gave both from just before weaning (6+ months) as we were competing fair bit with the older ones so could have unwittingly bought home bugs etc.
I'd expect at least tet done OP but better to have both and in line with current regs, I take it you've checked that youngster is passported and chipped?

I mean… I would. But in practice I rarely find even an adult horse who is not out competing and has up to date vaccinations. People don’t seem to bother.

Yes. mine had both at 6 months and is kept up to date. That is standard, recommended practice. If a youngster has not been vaccinated, I would wonder whether it has also not been properly wormed.
