Insurance for a mobile horse wash??

I've just started my own pet sitting business including horse care and a mobile hot horse wash which is basically a unit and gas bottle which converts cold water to warm water and my service is to go round and wash peoples horses for them, the only problem is the insurance I am with Pet Business Insurance say they cant cover me for this because its "too complicated" I have tried Lycetts and SEIB and they can't either. Does anyone have any ideas how may possibly cover me for liability incase the horse had a reaction or something?
 
I'd try a local insurance broker - my OH has just gone self employed, he services and repairs generators and needs for some large companies to have indemnity insurance on top of public liability, plus he needed tools insurance and so on, I spent a day or two trying to get quotes but couldn't find anyone as they all assume things that don't apply - eg he doesn't deal with turning mains power on or off at all as that's down to the client, despite my saying this they wouldn't insure. Going through the brokers they were able to be more specific than the call centre person on the phone (which I guess is the problem you're having, they're assuming hot water rather than warm thus will burn the horse = don't want the risk) and talk directly to the underwriters, so he spent an hour with the brokers and they found and got him insured.
