I didn't think so either, it didn't jump into my head as a major worry. Hay should have between 10-15% water in it...if you think of some of the things that are kept in garages...

If it is 'old' hay there should not be a problem

However I would not choose to store new hay that has just been made and bought off the field as this is the stuff that is likely to 'self combust' and causes barn and haystack fires (those that aren't started by arsonists !!!)

If your house had a fire and the insurers found you stacked new hay in the garage I bet there would be a way of them not paying out on some or all of the claim (bit like a personal injury claim for a car accident where you weren't wearing a seat belt).
