Insurance question

A girl on my yard has an uninsured horse which has been diagnosed by her vet with ulcers and, from what she says, I understand the treatment is expensive. I've heard her talking about taking out some insurance now, treating the horse herself with some kind of supplement, leaving it a couple of months and then taking the horse to a new vet and getting him re-diagnosed and treated under the insurance policy.

I cant believe the insurance companies havent cottoned on to this somewhere though. Surely she wouldnt get away with it?
