FWIW I bought a horse last year and did a lot of looking into insurance; I eventually went with Scottish Equestrian and that's who I'm still with for the current horse. I'm on the high excess option (£500) because I could afford bills of anything up to that, and raising the excess from the lower one (£150 I think) brought the premium down from about £640 to £440 p.a. I think I'm insured for up to £4000 per condition or injury etc per year. So that's 4K per condition claimed, not 4K overall. You don't need a vetting for anything purchased for under 5K, and mine is under-insured by 25% (I think) as I have the insurance primarily for vet fees. They are underwritten by Allianz, same as PetPlan, but their prices seemed to be lower for comparable cover. I haven't claimed on it though, so I can't say how good they are at paying out, but people seem to rate them as pretty decent.

Avoid anything linked to E&L, or anything suspiciously cheap. Every time you think you've found a reasonable option Google them extensively and see what people have said on here in the past. Also, read the small print. One policy I considered stated all sorts of get-out clauses, for example horse would not be insured if the fencing was not higher than X height, or if it contained any barbed wire. It was so full of get-out clauses that I realised they would be very likely to try to find a reason to wriggle out of paying if ever an accident did happen.
